The Justice Department on Thursday notified a federal judge in Alexandria, Va., that it will appeal his ruling striking down, in a criminal case, the federal law that bans corporations from direct contributions to candidates for the presidency and Congress. U.S. District Judge James C. The appeal will go to the Fourth Circuit Court, based in Richmond, Va.
